Q: If my iPhone is offline or not turned on, can I still access it's last location on find-my-iPhone app?

It seems that I may have left my iPhone somewhere, and of course, it is turned off when not in use. Even if it's in a location that doesn't have internet, can't you still find its last location in the past 24 hours?

No.  For privacy reasons, the location is not tracked until use Find My iPhone to track it, and it has to be online in order to be tracked.  If it appears on the device list, you can put it in Lost Mode to lock it.  This would be executed when it goes back online, if ever, and you would get an email informing you that it was.
