Can I update my application which is build with xcode 4.6 and support IOS 6 and early only?

Can I still keep update my application which build with xcode 4.6 and the application is support IOS 6 and early to iTunes Connect?

So the application still support the older IOS device. It's possible?

Does Apple still allow us to upload application with xcode 4.6 and just build with latest IOS 6 ?
