You can log out of the currently logged in account by tapping on the id in Settings > Store (Settings > iTunes & App Stores on iOS 6+) and you can then log in with a different account. If you created a new account then any content that you purchased/downloaded via the old account will remain tied to that old account, and only that old account can download updates to its apps.

Also note that using iTunes Match, automatic downloads or redownloading an account's purchases may tie the iPad to that account for 90 days : http://support.apple.com/kb/HT4627

It is possible that the new account and the old apps will tied up? So I can update it.? Thanks.

No, your accounts will remain separate, any content that you download via either account will be tied to that account - so each account will only be able to authorise its own downloads on your computer's iTunes, redownload them, download updates to its apps, and make in-app purchases in its apps.

Is there are particular reason why you've created a new account ? If it's due to, for example, no longer having access to your old email account then you can update the email address on an account by tapping on the id in Settings > iTunes & App Store and selecting 'view apple id' on the popup and logging into it, via the Store > View Account menu option on a computer's iTunes (click the Edit button to the right of your id at the top of your account's screen), or via http://appleid.apple.com . If you want to re-use the email address on the account that you've just created then you will need to change that first

Not really helping.  I have already changed (in some cases repurchased) all apps for my phone with the my new apple ID.  My ld one is associated with an email I no loner can access and cannot remember the PW.  I want to update/reinstall the Apple Store APP.  I cannot delete it.

    What is 'not really helping'

You should be able to delete the Apple Store app from your device, but if you mean the built-in App Store app then you can't delete that. What happens when you try to delete the Apple Store app ? If you aren't getting the 'x' on it then have you got restrictions set ?

When I get all the APPs "shaking" with the delete X in the corner, no X appears for the Apple Store APP.  When i go the the Update screen in the Apple Store the Apple Store APP is looking for an update.  To do this update, I need to enter my defunct Apple ID.  I no longer can access this Apple ID or recover its password.  Everything is functioning, but I do not know the long term issues of not updating the Apple Store APP.

Do you get the 'x' on any apps that you've downloaded from the store ? If not then check that Settings > General > Restrictions > Deleting Apps isn't set 'off'.

Yes I get X's on all the other APPs.  I checked and have no restriction on.  It is the "original" built in Apple store APP.

You cannot delete the App Store app (nor will you see updates for it in the App Store, it can only be updated by updating iOS).

If you have the Apple Store app downloaded and installed i.e.

    apple store.jpg

then you should be able to delete that app and redownload it from the App Store
