The first thing I would suggest is to quit the iTunes app and sign out of your iTunes Store account on your iPad.

Then restart / reset your iPad.

Launch the iTunes app, sign back in, and re-download your purchase:

thanks for your concise instructions. I have the same problem as dotellina23. So I followed all steps, but unfortunately without success.
I have downloaded my purchase to my Mac, which has plenty of free space.
I do not want to download the items (two videos) to my iPhone. Not even temporarily, especially since I would have to free up space . So I would like to remove them from the iTunes app's queue, but cannot find a way to do so. There's not "edit" button in the downloads screen, no tap-and-hold options, no swipe left or right to delete.
Automatic downloads are disabled in the Store app's preferences.
By now I think this is simply a bug / an oversight on Apple's part, that users cannot finally quit a download. I would have expected that all three of the above options should be available, plus that I would be prompted as part of the download error message to terminate the download.
Do you have any other ideas how to clear up the queue?

I also have this problem: a purchase download stalled on my wife's iphone (ios 7) around the time she changed her password / security questions.....
So the song has never been fully downloaded.....
In the music app it appears with the cloud logo next to it as if we can force a download - but that throws up the "unable to download song" error.
We can also play it from the music app - duration shown as 3:22, and the entire track will play. but i can't left-swipe to get the delete button. I have 2 other versions of the same track (different names) which I can delete and re-download fine.
Over in the itunes store app, the other tracks appear and disappear from the download queue fine. But this particular track appears to have stuck about 2/3 through. You can't left swipe to delete from the download queue. It just stays there and throws the error message every once in a while.
I have tried logging out of itunes and restarting and resetting, but the download appears in the queue before I even log back into itunes store.

I followed all steps you mentioned, (closing down all the apps; logging out of my iTunes account, shutting down the iPad; creating enough space) but the problem is not solved.
The movie I rented is stuck in the iTunes store - I cannot delete it, nor can I download it, since it claims I've still too little space. To solve this problem, I deleted all my pictures, Excel, Word, Powerpoint, Pages ánd Spotify, which means I've nearly 5 GB of free space. This has not solved anything. After an extended Google search, I noticed this problem was experienced by many other users.
Now this movie, which I cannot view, nor delete, is taking up the space of my iPad. Please do not let me reboot my iPad; I use it for my work and made a folder system in Adobe which wil not be restored automatically and will cost me an entire day to reset. Do you have another option to fix this problem?
