iPhone 4S Restore - Error 21

This is my sisters old iPhone and IDK if it's been jailbroken or not (pretty sure it wasnt), but she dropped it in water and I find it a year later, so I plug it into the WALL and it just shows the Apple logo, and turns off, and repeats.

So I tried recovery, and it gives me Error 21.

Is this iPhone useless now??

iPhone 4S, iOS 7.0.1, it "updated" to iOS 7.0.1, doubt it

My guess is that it's been useless ever since it was dropped in water. But there's a very slight chance it is not useless...

Error 21 typically indicates security software is interfering. So make sure you turn off any anti-virus or firewall sofware you may have running while you try the recovery.
