Q: phone stopped working and when pluggid in to computer says "restore error 3194

phone has a itunes icon and charger and when plugged in says "restore error 3194"the device isnt eligible for rebuild? can anyone help me i am a laymen when it comes to computers

iPhone 4, Windows 7
