You can copy iTunes downloads from your iPhone to your computer's iTunes via File > Devices > Transfer Purchases (iTunes downloads aren't included in a backup) and you can then either backup of your phone to your computer's iTunes or to the cloud : http://support.apple.com/kb/HT4079

To copy your content onto a new iOS device : Transfer content from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support
If you have your own content on the existing device (e.g. your own music, synced photos etc) using a computer's iTunes is better, an iCloud backup/restore won't copy that content onto a new device (nor iTunes store purchases no longer in the store)
