I have the same problem, when i want to purchase some stuff from a game , a msg appears which say that i need to visit this page for help resolving the issue
I want this problem solved soon as possible , please help

The message means that you have to contact iTunes Store Support. This is a user to user forum and we can't help you resolve this other than to pot you in the right direction.
Go here.

Then tap on Purchases, Billing and Redemption, then Tap on Unable to Purchase from iTunes Store.
