Nope. My 4s is working fine with iOS 7, typing has no glitches I have found, it works fine.

The first thing you should do it reset the phone - from the home screen press and hold the sleep/wake button and the Home button together until you see the Apple logo appear (5-10 secs usually), then release them and let the phone restart. See if it now works okay.

If not, then the next thing to try is to restore it from iTunes. http://support.apple.com/kb/HT1414
