How do I delete this file?
It says the file is in use, but I've quit all my programs and restarted my mac thrice. I renamed the file and it is also not locked. Please help.

Safe Boot, (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then highlight your drive, click on Repair Permissions, try deleting it in safe mode.
What file is it exactly?
