If I have already Pre-ordered an album from the iTunes store, will the money be taken out from my account then or will it be taken out once it becomes available to download?

It should be taken when it becomes available for download - from http://support.apple.com/kb/HT5714 :

Some pre-orders include songs that are available for download immediately. When you pre-order, you will be charged only for these songs and you will receive them immediately.
