There are 1024 megabytes in a gigabyte (and 1024 kilobytes in a megabyte), and you generally need about twice an app's size to be able to download and install it - GarageBand's description page says that it's 584 meg, so you probably need to free about another 180 meg to be able to install it. Depending upon what version of iOS that you have on your iPad you may be able to see how much storage each app is taking via Settings > General > Usage.

If you want to install it then you will need to delete approximately 180 meg of items from other apps e.g. apps themselves (which will also delete their content), or music or films etc and then sync them back from your computer (you can copy iTunes downloads from your iPad to your computer's iTunes via File > Devices > Transfer Purchases so that you have copies of them to sync back)
