If that won't work then try to change temporarily your book theme to different and then try the same one again. Sometimes helps.
Save that advice as a last, desperate measure. You may lose edits and have to redo the book all over again, when you change the theme. Or only try to change the theme on a copy of the book, not your original book.
After checking, if you have selected the correct Store, check, if your book can be printed at all by creating a preview. If your book contains missing or corrupted image files, it will look like it cannot be uploaded. To preview your book, see: iPhoto, Aperture: Previewing an order in iPhoto or Aperture
If rendering the preview should fail, you will need to find the photo, that is causing the trouble and remove it from the book. Then duplicate your book and try if removing photos from the copy will make your book printable, until you have found the offending photo.
And save the prewiew for later reference, until the book has been printed.
If the preview is o.k., but the book will still not upload, try to submit the order order after booting your Mac in Safe mode. That helped in many cases with upload problems: See: Mac OS X: Starting up in Safe Mode
And if that still does not help, log into a different User account while placing your order. You can create a new account from the Users&Groups System Preferences.
