simple answer... yes.

now, how do you log in to Game Center? you can no longer sign in/out through the app after upgrading to iOS7, you have to go to settings. BUT... do you have a MAC email address? for me, since I do, I am able to use the @mac.com & not use it (one account is just jagered, other is jagered @mac.com). I do not know if this works for none mac accounts but you can try... or you will have to create another account with a different email address and then just log in with that... simple enough!

If I create another account then I have to buy all the app's again?

I don't understand that with MAC email. I have gmail and use that for my apple-id.

I have two ipads for my sons and they are using the same apple-id but that means that their game center profile is the same. Can I change that on IOS7 so they will have different profiles and can play as their own user in "Clash of Clans"?

buy apps again... no.

on iOS 7, yes... that's what I am using.

install all of your app busing the usual account for iTunes... then when playing Clash of Clans just switch back and forth. I do it all the time on this iPad. I switch back and forth 2, 3 or more times a day.
