When I try to edit a photo in iphoto, I select a photo and click on the edit button but all it does is duplicate the photo and doesn't give me any editing tools. How can I fix this?
I have tried exporting a photo, importing it again but the same thing happens.

What version of iPhoto? Sounds like iPhoto 11
In the iPhoto Menu -> Preferences -> Advanced pane what have you set at 'Edit Photos:'? If you're editing in iPhoto it should say 'in iPhoto'.

Thanks Terence. This solved my problem. I am using iphoto 11. For some reason it was set to edit in a different place, but I don't remember ever changing it. You are a legend 🙂
