If you are using iTunes Match (which I assume you are as that is the page that you've posted from) then have you tried deleting the track and redownloading it (or copying it from your device) ?

Or is it a new purchase ? If it is then you could either try deleting it from your Mac and copy it back from your device via File > Devices > Transfer Purchases, or you might be able to redownload it via the Purchased link under Quicklinks on the right-hand side of the iTunes store home page on your Mac's iTunes

"This Computter is already associated with an Apple ID you can use iTunes on this Computer with just one Apple ID every 90 days. This Computer can be used with a different Apple ID in 66 days."

What are you getting as the error message ? And the full track plays on your iOS device -  and deleting the incomplete track from your Mac's iTunes library, connecting the iOS device to it and the Transfer Purchases doesn't copy that complete track over to your Mac ?

If the full track isn't on your device either then there might be something wrong with the track at Apple's end, you could try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com

If the 'report a problem' link doesn't work then you can try contacting iTunes support via this page : http://www.apple.com/support/itunes/contact/- click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

If iTunes Match, automatic downloads or previous purchases are redownloaded from an account then the computer or device may start a 90 day association with that account : http://support.apple.com/kb/HT4627 . You could try contacting iTunes Support via the contact page and see if they can remove the association.
