Because there is no iChat in Mountain Lion. In ML, iChat functions are performed by the "Messages" app.
If you are asking why your camera does not work for Messages, the answer to your question is because something is wrong. You will need to troubleshoot to find out what to fix.
• If you have not already done so, shut down Mac, restart, and try again.
If the camera still does not work, continue.
• Try all relevant suggestions from Apple's http://support.apple.com/kb/HT2090
Test more than one Apple camera app in more than one user acccount.
The correct PMU/SMC reset may restore normal function. Use the one for your Mac!
(Over time, Apple has changed the built-in camera's name on newer Macs from "iSight" to "FaceTime" and then to "FaceTime HD." Regardless of the name of your Mac's built-in camera, the same info and troubleshooting applies.)
• if Messages is the ONLY app that does not work in any user account you test, reinstall OS X (ML).
• Your OS X Mountain Lion (10.8.2) is out of date.
If your problem persists with multiple apps, use Disk Utility to repair permissions.
Then download and apply the latest Combo Update, for your Mac OS:

Repair permissions again immediately following the restart that completes the update.
Properly applying the Combo version of updates can sometimes correct software problems, but, if your trouble is caused by a hardware problem, there are no user serviceable parts of the camera.
