Intermittent charging problems

I have an authentic Lightning charger cable. When I plug it into my Macbook Air, it tells me that it was drawing too much power and that the USB port has been turned off. When I plug it into the wall, it will sometimes begin to charge, but then it will stop. It's incredibly obnoxious and my phone is losing power.

iPhone 5, iOS 7.0.2
