Q: im new to ios and wanted to create a icloud account

i have a apple id but i cant log into icloud with it getting an error

Cannot sign in

Operation couldnt be completed

com.apple.appleaccount error 403

i badly want the icloud account help will be much appriciated

iPhone 4S, iOS 7.0.2
