Nov 2, 2013 10:37 PM in response to flapntrackby yevgeniy,I get exact same error on my iPhone 5S which shipped with iOS7.
I don't have to restart the device, however. I can quit app store and reopen it and app already shows up in my Purchased section and I can re-download it from there.

Dec 3, 2013 2:43 PM in response to yevgeniyby Ebeau97,These is really getting annoying! This has been going on for over a month and no one knows what to do. Called Apple and they are clueless. Come on Apple fix the **** problem

Dec 12, 2013 6:27 PM in response to flapntrackby Jooners,I have the same issue on my 5s. For the first little while what yevgeniy said was a work around, but now that doesn't work either. I called support and they said I need to try a hard restore. I will lose all my app data. Only thing I can bring back is pictures. That's ridiculous. Hoping they will find a fix!

Dec 12, 2013 9:49 PM in response to yevgeniyby yevgeniy,Ended up restoring my phone and setting it up as new. It fixed the issue, but I lost all the saved games.

Dec 13, 2013 11:15 AM in response to flapntrackby stereointeractive,I saw elsewhere on these forums that this very odd workaround fixes the issue. I just tried it and indeed it worked for me. If you have a second keyboard enabled (like emoji), remove the second keyboard and try downloading the app again. Goto Settings > General > Keyboard > Keyboards and remove emoji.
Makes no sense, but again, it worked for me.

Jan 16, 2014 8:04 AM in response to stereointeractiveby momokoaska,Stereointeractive's trick with removing my emoji keyboard and then restarting my phone did the trick! Thank you for solving a month long headache!

Jan 28, 2014 4:53 AM in response to momokoaskaby momokoaska,Just kidding! That worked for about two week and now we're back to the same warning. I went back and deleted my other two language keyboards and restarted my phone, now I'm getting the situation where it will idle after my password is put in, but if I close/reopen the store and serch for the same app...I can download it from the cloud. Awesome that it works...kind of, but it leaved me without the ability to type in two languages that I use daily. Not an ideal fix every time I want to download something.

Feb 9, 2014 1:02 PM in response to flapntrackby nooitaf,Same issue here.
I have emoji installed too, but i found out that the most simple/fastest way of getting arround this issue is:
- open app-store
- buy app
- type in password
- get error (spinning)
- double tap - home button
- close/quit app-store-app (swipe up)
- open app-store again
- buy again (says already bought)
- app installs
pretty annoying indeed. Restart is not nessasary, as its the same as force-quitting the app-store-app.

Feb 9, 2014 1:04 PM in response to nooitafby Ebeau97,That's exactly how I've been doing or go to your purchased apps under update and hit the iCloud download

Feb 9, 2014 5:30 PM in response to nooitafby momokoaska,The ability to download apps after getting the error only happened after I uninstalled my Emoji keyboard and restart. (It didn't work at first, so I tried the restart for the sake of getting the god forsaken "have you tried turning your phone off and on?" question.) It's so frustrating that the problem and solutions/crappy work arounds are so different for everyone!
