Yes. It's been that way for several years.
PowerPC was deprecated in 2006.
You can run Snow Leopard server in a virtual machine if you don't want to upgrade your applications.

I just updated to Office 2011 and now it doesn't work...what is up?
This is what worked for me, if you have another Mac , laptop or other, simply create a share on a second computer and copy the app you want to install to that shared location, then from the Mac that you want to install the .App on simply browse to that shared folder on the second Mac and run the install over the network , this worked for me on a few different apps and I was able to reproduce this fix on 3 different sytems.

Do you know any reason why it *has* to be Snow Leopard Server? Couldn't we just use the disc that came with a Mac that shipped with Snow Leopard preinstalled to install a Snow Leopard VM with Parallels?

Client Snow Leopard is not licensed to be used on a Virtual Machine. Only the Snow Leopard server can be run on a VM. As far as I know, the VM developers respected that license and won't let you virtualize Snow Leopard, but that may have changed since then.
