I no longer can reply to an incoming call with a Text message IF I am already on a call. this functionality worked in iOS6 just fine. Has this capability been dropped?

Works like a charm.
How? is there some setting that needs to be made? I even had the "Genius" folks at the Apple store try it on my phone and their phones and none of the phones were prompted to reply with Message while on a call.

It does not. Post a screen shot of an it happening. IOS 7 has more bugs than a roach motel. It's embarrassing.
Does Apple even ever pay any attention of these complaints. They have released the version 7.0.4 again without this feature. Sad a company as great as Apple could also fall to dust.....

The fetaure WAS in iOS6 it is NOT in iOS7. THe geniuses at the Apple store have even acknowledged this.
It is truly sad that such feature is gone, I would not have "updated" if I had know this was eliminated. Unlike you though, I don't consider Apple a great company. I have seen far to many "acceptances" of Apple shortcomings to consider their products or the company to be great. Their marketing is incredible, the products just to match the hype.
I am having the same issue, but for me it is intermittent. Sometimes I get the option to reply with text and other times I don't. This is a major bug that Apple should be addressing.
I've got this same issue. I'm sure I used to be able to do this in iOS 6. I can only hope that Apple will bring this back in iOS 7.1. I'm surprised that this hasn't been a bigger issue on these forums.
I called apple they said ios7 has eliminated this feature. We have to complain constantly and maybe they will re add it. I'm totally undone with this inconvenience. I really enjoyed the feature. Now I can only wish I can respond to a call while I'm on a call. Smh
This bites that the respond by text to incoming call is gone. I loved that feature. How do we get it back? Come on Apple! This is about as lame as your Calendar App
iOS7 will not allow me to reply to an incoming call via text message if I am already on a call. iOS6 did.
