Why is it that apple can't or won't allow users to revert back to ios 6. That's just dumb.

They've never allowed this. This creates issues with support and trying to write code for multiple OS' and adds to fragmentation, which is a huge issue with Android OS.
You can Google how to downgrade but it is officially not supported and will void any warranty or support you have on your device.
