Q: unlocked phone France Voicemail

Hi

I just received an unlocked iphone 5c and am trying to set up my voicemail in France (where I live).  The voicemail keeps saying that its "Voicemail Unavailable, Could not authorize access"  after following up the set up guide by submitting 2 passwords.  I've tried several combinations of passwords and nothing has changed.  I have vociemail with my carrier, Bougyues, and I can't figure out how to get it to work or what I'm doing wrong.

When I call my number it gives a default message for voicemail, so it works, I just can't get at any of my messages!
