I would recommend that you perform a "factory default" reset on the AirPort Express base station. Once completed the Express will broadcast an unsecured wireless network with a network name of something like: Apple Network NNNNNN
Temporarily connect your PC to this "new" wireless network, and then, try accessing it with the AirPort Utility again.
