"Other" category is too high on iphone 5s with ios7 (7.0.2)

When restoring iPhone 4S to new iPhone 5S phone, I have approx 10gb of storage taken // reserve by "other". I have not even transferred any data on and I have approx' 20gb available from the 32gb system.

I need to know what other is and how I can reduce/remove this storager, so I get what I have paid for.
