I have an contrct with O2 for an iPhone 5S with an internet Flat with 1GB Volume but it calls in the contract that I cannot use Peer to Peer or Voice over IP. Can I use AirDrop and FaceTime over cellular without any costs ?

Yes, just make sure you are connected to WiFi for FaceTime. AirDrop doesn't use cellular.
