Thank you for your question. It sounds like you are missing the option to enable Group Messaging in Settings>Messages. If MMS Messaging is turned off in Settings>Messages, you won't have the option for Group Messaging. Try enabling MMS Messaging to enable the Group Messaging option.
Group messages will be sent using iMessage if all recipients have iMessage enabled. If not, the conversation will be sent as MMS. Group messages use MMS even if the content is text only.

I have messages, SMS and mms turned on tried toggling them on and off in various combinations but no group message option. Same for my sister.
