Oct 15, 2013 4:33 PM in response to Debl58by Demo,You have to be signed into the same ID on both devices and have to have Settings>iTunes and App Stores>Automatic Downloads>On>Apps on both devices.
The + sign indicates that the app is Universal and optimized for the iPhone and/or the iPad. The app should download to both devices if the settings are correct.
If it doesn't work, sign out of your ID in the settings, reset the iPad by holding down on the sleep and home buttons at the same time until the Apple logo appears on the screen, then go back to the settings, sign in again and try again.

I knew I had all the right buttons on for dual downloads. But it must have gotten out of sync with iPhone after the update. And for the record I love the ios7 update :).
