How do I get the jam packs from mainstage 3 into GarageBand 11 ( I have already downloaded all additional content)

Have you also downloaded the "Legacy and Compatibility" packages?
After downloading everything rebuild the Loop Index in GarageBand, (Rebuilding the Loop Index in GarageBand)

I don't have MainStage 3, but Amanda seems to have had success with including the JamPack loops from MainStage 3 in GarageBand.
