I redeem my app store card for my itune acc. and download an Education App in my PC. Then I connect my ipad to this PC but it doesn't synce each other.
what can i do now? d i have to download and pay that app again in app store ?

Did you select that app and tell iTunes to sync it over to your iPad ? To sync apps from your computer, connect the iPad to it and select it on the left-hand sidebar of your computer's iTunes (on iTunes 11 on a PC you can enable the sidebar via control-S), and then use the Apps tab on the right-hand side of the iTunes screen to select which apps that you want on your iPad

As long as the app remains in the store then you should also be able to redownload it (as long as it's compatible with iPads) directly on your iPad via the Purchased tab in the App Store app.
I used my PC to download the education app for my ipad. It's seen I already purchased but the app did not show up on my ipad. Do i have to pay that app again on my ipad?
