i can't change my card in app store

Hi, I can change my coutry and my card No. in the app strore. I reristrate in UK but i moved to Poland and i have i new card and new address but every time i try to chnge my card an error message appears : "Your peyment method was declined.Please enter valid payment method information."

What can i do??? Please help!!
