Home sharing will not work for me

I have a PC desktop computer that has all my music and movies on them and I just got a laptop and I can't get home sharing to work. I've also tried syncing my iPhone to my laptop but it does nothing. The only music and Movie that is on my iTunes right now is the stuff i have bought recently. So if anyone can help me with the home sharing or knows of an easier way it will be greatly appreciated.
