How do I get access to apps that I've already bought but lost because I was forced to do setup again?

On turning on wifi, I got a message on the iPad concerning first time setup or restoring backup. I tried restoring but it failed, saying that the backup is corrupt or the iPad is not compatible. I then tried setup as a new iPad. I've had to change my Apple ID because the previous one was not being accepted. I am now trying to download the apps that I had already purChased. This also is failing. I'm being asked for payment verification while since the beginning I've used AppStore redeem card. I am really stuck at present. Please advise. Thanks.
