You cannot even if you leave the country.

iPhone sold in the Middle-East do not have FaceTime, it's banned by the government.

Facebook is restricted in some Middle eastern countries, there is no way to download or get facetime.

With that said where are you located and where did you buy your phone?

FaceTime is prohibited in numerous Middle East countries (e.g., UAE).

I have same problem,I brought my iphone in middle east, but now i'm in Sri lanka.

So is there have any possible steps to install Facetime for iPhone 5S. What if i update iOS in my current region

No. Phones originating from a country where FaceTime is banned can never have FaceTime.

It doesn't matter where you are right now, once banned, there's no FaceTime ever on that iPhone.

I Don't have FaceTime and my Iphone isn't produced on Middle east ☹️

What does it say in Settings>General>About>Model?

Did you check to see if it's disabled in restrictions?

Sorry you won't have or be able to get facetime on your iPhone,  AE model were purchase/from in the middle east.

Hate to break it to you, but your phone DID come from the Middle East. It will never have FaceTime.
