I upgraded to the iPhone 5s and ever since I bought it I am having problems with visual voicemail. Everytime I delete one it reappears as new voicemail. My mailbox is full and I can't clear them. I have called regular voicemail and deleted them as well and they still keep reappearing. I reset vm password, I've reset network settings, hard reset and none has helped. Any ideas?

I have been experiencing this problem as well. It started happening right after the iOS 7 update. My service is with AT&T. The first time it happened technicians from AT&T told me that I would need to completely reinstall the OS and set my phone up all over again. Even though that was extremely inconvenient, I did it and it seemed to fix the problem. But it has started happening again so I called AT&T again. I just got off the phone with the tech department and according to them, the issue is with iPhone's OS and so they are telling all their customers they will simply have to wait for the next update from Apple to fix the problem.
I am having this same issue. I delete a voicemail or voicemails only to have them reappear as new voicemails.
I just had this problem (it's now July 2014) with a Verizon iPhone 5s. The fix involved having Verizon delete the voicemail account - WHILE THE PHONE WAS POWERED OFF). They then created a new account and all my messages were deleted when I re-logged into the voicemail.
So the problem is not limited to AT&T - but it MUST be fixed by the vendor. I do note a LOT more complaints from AT&T users - but it clearly is an Apple software issue - but that software is on the vendor side.
