It would most likely cost more than it is worth to fix so we broke down and bought a new 4th generation apple Tv. No more reboot loop so it was defiantly the old 2nd gen. Apple TV. I guess 6 years is a far amount of time to get out of the unit. Good luck with anyone that has bought this recently and it does the looping since from what I understand from tech there will be no more updates for the 2nd gen. units.
