cannot sign in error 403

I got a reconditioned phone and set it up using a common appleID with my husband. iCloud linked to that ID. I have since created my own appleID, but cannot get iCloud to use it. When I try to sign into iCloud with this ID, I get an error message: Cannot Sign in (com.apple.appleaccount error 403). What do I need to do to get my appleID to work with iCloud?
