how does a "disabled iPad" connect to the internet?

im having trouble getting in my ipad. i looked up everything i could but still having trouble. my last attempt is to erase my content on the ipad (restore). on icloud i erase my ipad but now it says i have to wait til it connects to internet. i dont understand how it will connect to internet??? because my ipad was setup to my wifi as well. i need help. please
