I tried reinstalling injustice on my ipad, but it doesn't work.

The first thing I would suggest is to quit the iTunes Store app and sign out of your iTunes Store account on your iPhone.
Then restart / reset the device.
When you sign back in, you should be able to re-initiate the download.

I Tried these steps and it's still not letting me. The cloud logo is there for me to push to re download, but it's greed out, so it's not doing anything. Please help
Do you have an app age rating set in Settings > General > Restrictions that is blocking you from redownloading it ?
Just checked in mine. The app itself weighs in at 1.3GB, and that doesn't include setting or other stored documents it may create. Meaning it will take awhile to download, especially if your Internet link is not fast. And if it is flaky and the download process fails in the middle, it will need to start again from the beginning. So what you may end up needing is patience. Lots.
My home ADSL 10Mbps link takes over 30 minutes for a download of an app this size. Infinity Blade 3 (2.8GB) took quite a bit more. Just saying….
