how do I get the icloud app in my system prefences? I have a macbook (2010 or 2011) and it has the most recent upgrade 10.6.8. do i need to pay to upgrade to mountain lion?

some things sync if i go to icloud.com but it takes several steps and somethings like contacts dont sync?

Yes, you do. That pane is only part of Mac OS X 10.7.2 and newer.
