Unlocked but still locked

I am lucky enough to got such situation: I have bought unlocked but locked used Iphone.

It was AT&T, but they had unlocked it:

I tried to unlock mine and the unlock have been confirmed by the company but i cannot get it to work. it keeps telling me that my phone does not support the sim.

i have no idea what this is and how this works

Flex phone meant about a year ago and possibly now, that policy is unlocked for activation only with Verizon or ATT. Which means that in order to unlock you have to activate phone first with one of them using their active sim and then request unlock. They can not process unlock unless you phone is linked to their server and that is what active sim will do. People usually prefer to do that with ATT, Easier to get sim and easier to process unlock.

It does not matter what country you are in. You need to put in (and possibly even restore with) sim card of the company phone is locked to currently and then contact company to unlock it. To find out what company that is call Apple, but pretty sure it would be att. Once again information may be outdated and I have heard someone from other country to perform it with success about a year ago. Since it is your phone you are the only one who can do that so it is useless only until you make it useful. Rely on my advice at your own risk, cause I give it to the best of my knowledge, but it is not absolute.
