If you disabled it by entering the wrong passcode too many times, you'll have to restore it to remove the passcode. See http://support.apple.com/kb/HT1212.
Yes, thank you for this. I had upgraded the OS and then entered in what I thought was the original passcode but my iPhone did not recognize it. I entered in what i thought was the correct one, but then got locked out.
I have read this article but I do not have an iTunes set up, but I do have iCloud.
I understand that I can wipe my iPhone but once I do it, will i be able to regain access to my phone? Does wiping my phone though iCloud permit me to reset my passcode? I don't remember what my passcode was, so I would need to reset that too.
Erasing the phone removes the passcode. But if you are talking about activation lock, where you are prompted to enter the password for and Apple ID, that's another matter.
Try restoring it from a backup.
