Go to: [User]/Library/Preferences (hold the Option key when clicking "Go" from the Finder Menu, to acess your User account Library)
Trash the com.apple.iTunes.plist file, the com.apple.iTunes.eq.plist, the com.apple.iTunes.Gracenote.plist, the com.apple.iTunes.utls.plist, and the com.apple.iTunesHelper.plist.
Empty the trash, and restart iTunes.
It should work as if it were just installed.

Is there a way to take these steps (or similar) in Windows 7?
Yes - My itunes is crashing as well - Windows 7 OS
I had to restart so that a few of those weren't accessed by iTunes but after I did it worked. Thanks!

Will this change anything at my iTunes Library and iPhone sync?
No, it will not affect libraire and sync. However, I suggest you check the dowloading file in the iTunes advance settings (internal or external hard disk).
Actually I'm having problem with iTunes Wifi Sync and I'm looking for a way to fix it, without affect my library and/or syncing (via cable) with my iPhone.
