There is no passcode to reset the phone, the only passcode is to open the phone, or there is a passcode to get into Restrictions. Are you saying that you have forgotten the passcode to enter your phone?

Were you trying to restore the phone? Or reset all settings? If you need to restore and forgot the passcode you can still restore if you have a computer by going into recovery mode. You would need to do the same thing if it was the restricions passcode and you need to reset that.
