Safari, tabs
How come there's no way to view all open Safari tabs on the Ipad since we can on the IPhone using IOS7?

You tap on the tab that you want to view in Safari on the iPad like you did in iOS 6. That hasn't changed. The Safari app itself is uglier and more bland in iOS 7, but tabs still work the same as they did in iOS 6.
The iPhone screen and the iPad screen are shaped a little bit differently and Safari makes the best use of the screen real estate on both devices, and that is the way that it was designed to be.
