How do I turn on keyboard clicks?

I have the Keyboard Clicks and Lock Sounds buttons in sound settings set to on (green). But have no sound when I type in email, type a phone number or take a picture. IOS 7 Mostly, I want the camera to click when I take a picture.

Try a Reset holding down the sleep button and home button at the same time until an Apple logo appears then wait for the Reset to return you to the lock screen. Make sure your Ringer switch is not on silent mode.
