... and if you are talking iphone to Mac, how can he have an iphone without an Apple-ID?? That would be zero apps, a pretty unlikely scenario with kids, surely?
His dad activated homesharing in itunes and so, he can access to the music and the apps of his dad and install it. If the boy wants a new game, his dad buys it, and then he can install it. He has an own account on the mac. So the local sync for Apps and Music is still working

An AppleID is possible for under 13s assuming it's requested for education. (Have a look at this PDF link). Have a look here and here too.
It may prove to be a lot of hassle though, maybe more than it's worth if you have to go along with all the restrictions.

In the end I just bought an iPad and used my details, (to buy apps and music if required), but put restrictions on and sourced an email from elsewhere for the child.

We all know that there is numerous Cloud syncing solutions. But please, name me one usable local syncing solution?????? The only one that worked, was taken away from Apple without evident notice. Apple is trying to get people to use there iCloud solution, which is a Cloud, not a local syncing solution. And is not for free after 5G. Please help in posting any solutions for LOCAL syncing.

Local syncing in iTunes and the iPhone itself cannot cope with that amount of contact and calendar data anyway... iCloud couldn't cope with 5GBs worth of contact and calendar data either.
