Downgrading is a simple process, provided the Mac supports the OS it's going to.

In the context of this thread it would be a downgrade.
The simple process could be described though? I am still interested, as was the questioner.

And as has been pointed out repeatedly there are a few workarounds but no officially supported methods to locally sync an IOS device to a Mac running Mavericks.
No matter how many times the question is repeated the answer stays the same.
Under these circumstances a downgrade should be considered if avoiding the cloud is of paramount importance to you.

To get back on topic. I have started a new question and found some other threads that may be of intrest to those who wish to downgrade because sync is very inportant to them. See links below.
As for "No matter how many times the question is repeated the answer stays the same." that is true only if there is no change over time and it dose not sound like Csound1 to go for a (no change) he likes as I think we all do to move forword. Yes Csound1 your right about officially supported methods, for now. It is hard to change Apples mind they are stubon I should know I am a stubon(sorry cant find the right spelling) Sh** to. That is why so meany of us keep repatting "use Apples feedback system". I also don't think exploring non officially supported methods is a bad thing that's what I am doing.

Sync services was removed in Mavericks but remains in Mountain Lion (for now).

To confirm ccs93, no, it does not.
As I understand it, the syncing implementation (via USB or not) is part of the OS and not directly in iTunes. As an FYI, I downgraded to Mountain Lion (10.8.5) and am running iTunes 11.1.4 - albeit (62).

The removal of local syncing this thread speaks of is just that.
I've worked on Macs for many years, going back to the mid-90s, and have had my Macbook Pro since '08 (so I'm pretty decent with a bit of Apple history), and I've noticed ever since the iPhone became all the rage Apple has veered from grounding its products in simplicity, smarts and overall sense and has embarked on trying to be cool in what appears to be its never-ending quest to appease the hipster crowd. Yes, their products are ever improving as a general rule but what I never cease shaking my head at is when the company tries to shove everyone in a singular direction regardless that it might not be for everyone (iCloud). Customer versatility and choice be damned. Any "reason" Apple gives for this will be flimsy to those who don't worship them.
Perhaps it's that I'm getting older and don't have this obsession with trying to be cool anymore, perhaps this isn't the best place for this post (I'm sure there isn't a good place on Apple forums anyway) but when something simple and utilitarian is removed for no reason other that to shove everyone to the iCloud (something I'm sure Apple's pals in the NSA love) it's indicative of a company who's become narcissistic and, more clearly, unrooted in what made it great to begin with.

Apple never tell anyone their long term plans.
If you want an OS or app in the future, buy it now & back it up to different media in triplicate, there is no guarantee that anything will be available in the future, you may be able to contact Apple support & request copies but who wants to deal with that
Reverting iOS isn't allowed because it restores the holes in the OS that Apple refuses to fix - it means people can do the thing that Apple doesn't want anyone to do (hint: it starts with 'jail' and ends with posts being deleted on here).
