cant access my iTunes Account on windows 8.1 - solution ?

New PC Windows 8.1

I can get onto iTunes store but cant access my account . So I cant buy Music or update my music from my previous purchases.

message includes "....not currently available ,...try later...)

I cant be the only person with this issue -any real solutions ??
